Proposed and Confirmed Changes to NDIS and Aged Care Systems

To provide complete and accurate support to people with MND, MND Victoria actively engages with policy-makers and stays up to date with proposed and confirmed changes to the Aged Care and NDIS systems.  

Minister for Health and Ageing, Mark Butler, recently announced changes relevant to those receiving supports through the Support at Home program, and flagged changes coming to the NDIS.

Support at Home

In November 2025, Aged Care experienced significant changes, with the introduction of the Support at Home program.  

The Support at Home program was created with the intention of helping people over 65 to continue to live at home, and provides support based on need through a tiered package system. Participants are assessed and assigned one of 8 levels of care package. 

Means-tested co-payments apply to a range of support services, and MND Australia, MND Victoria, the other state associations, as well as a range of aged care and disability advocacy bodies have expressed strong concerns over many essential supports that attracted a co-payment.

From 1 October 2026, there will no longer be co-payments needed for essential daily personal care, such as assistance with showering, dressing, and continence management. These supports are being transitioned out of the “Independence” category to the “Clinical Supports” category. 

This is a very welcome change.

MND Australia are pushing for further clarification on whether other critical supports, including respite care, and assistance with administering medication, will still be incurring a co-pay fee.  We maintain our position that essential supports should be co-pay free, and will advocate for this alongside MND Australia. 

The Support at Home program has presented many challenges for people living with MND. We are encouraged that this change may reflect a broader willingness from the Department to listen and respond to community concerns.

National Disability Insurance Scheme 

The NDIS is set to undergo changes, with more insight into these changes expected to be revealed in the months ahead.  

At present, we do not expect any proposed changes to impact people with MND who are supported through the NDIS.   

We understand that announcements may create some uncertainty or concern. MND Victoria remains committed to staying well-informed and will proactively communicate as more detail becomes available, and as changes are implemented.  

Our established relationship with the NDIA remains critically important as we navigate this evolving landscape. Alongside MND Australia, we remain committed to ensuring that the needs of people living with MND are clearly understood and thoughtfully considered in any proposed changes.
